Intelligence reports indicate that this is a group of anti-government guerrillas who have stumbled across an old Black Zero base and weapon cache. Don's mission finds hints that the group is actually in the Black Zero chain of command, but as the Black Zero organisation is considered to be finished, the evidence is ignored.
